There is no list of HMRC approved umbrella companies, because HMRC does not approve, licence, register or endorse umbrella companies at all. It publishes the opposite: a list of named tax avoidance schemes and their promoters, and a spotlight warning aimed specifically at agency workers and contractors employed by umbrella companies. Any site offering an approved list is offering something that does not exist, and usually earning a referral fee for it. What DOES exist is industry accreditation, a payslip audit scheme, and from 6 April 2026 a change that puts the agency on the hook for your PAYE.
What HMRC actually publishes about umbrellas
Three things, all warnings rather than approvals. A collection of guidance on umbrella companies, including how to work out your pay from one and how to spot a scheme. Spotlight 60, a direct warning for agency workers and contractors employed by umbrella companies about arrangements that leave the worker with the tax bill. And a published list of named tax avoidance schemes, promoters, enablers and suppliers, which names organisations HMRC believes are running avoidance rather than naming ones it trusts. Reading the second list to check a name is not the same as reading an approved list, and is the closest thing available.
What the accreditations are, and what they test
Two industry schemes and one audit. FCSA, the Freelancer and Contractor Services Association, accredits "umbrella employers, limited company advisors, and self-employed/CIS contractor providers who can demonstrate the highest industry standards", assessed against codes of compliance covering tax and employment law. Professional Passport runs a comparable scheme. SafeRec is different in kind: it audits actual payslips against what the umbrella reported, which is a check on behaviour rather than on policy. Of seven umbrella companies read on 17 September 2026, all seven displayed FCSA and three displayed SafeRec certification. None of the three is a government mark, and none is a guarantee.
Why an approved list would not help much anyway
The thing that goes wrong on an umbrella contract is rarely the company's paperwork and usually the money: a margin taken twice, holiday pay held and never paid, a percentage charge on a high rate, or a scheme that pays part of your money as something other than pay. An accreditation badge does not tell you any of that, and neither would an approval. The documents that do are the Key Information Document, which must state the deductions, and the reconciliation statement, which must show what happened to the assignment rate. Both are yours by right, and both are specific to your assignment rather than to the company.
What changed on 6 April 2026
Responsibility for operating PAYE on workers supplied through an umbrella company moved to the recruitment agency, or to the end client where there is no agency, with joint and several liability so HMRC can pursue the agency for payroll taxes a non-compliant umbrella fails to remit. The umbrella still runs the payroll and is still responsible for doing it correctly, and must give the agency the information it needs to check. This is the nearest thing to the approval people are searching for: not a list, but a party with money at stake who now has to look.
Reading a list of umbrella companies UK
Most published lists are affiliate directories, and the ordering is paid rather than measured. Two tests that cost nothing. Does the list state, for each company, where its figures came from and when they were read? And does it name a margin? If the answer to the second is yes, check it against the Key Information Document for your own assignment, because of seven of the largest umbrellas read on 17 September 2026 not one published a margin on its own site, so a list that quotes one is quoting something it did not get from the company's own pages.
Questions people ask about list of hmrc approved umbrella companies
Does HMRC approve umbrella companies?
No. There is no approval, licence or register. HMRC publishes warnings and a named tax avoidance list instead, and from 6 April 2026 makes the recruitment agency responsible for PAYE in the chain.
Is FCSA accreditation an official mark?
No, it is an industry body's scheme. It assesses members against codes of compliance covering tax and employment law, which is worth something, but it is not a government approval and it is not a guarantee about your own payslip.
What is SafeRec?
A certification that audits real payslips against what the umbrella reported, rather than checking policies. Three of the seven companies read on 17 September 2026 displayed it.
How do I check an umbrella company before I sign?
Ask the agency for the Key Information Document, check whether the company appears on HMRC's named tax avoidance list, look for FCSA or Professional Passport accreditation and a SafeRec audit, and ask whether the margin is flat or a percentage.
