Portugal tax calculator: the nine IRS bands in force for 2026, the two-part rule that makes a Portuguese tax calculation unlike any other, and what the withholding tables do

Portugal's income tax is not computed the way a UK reader expects. Article 68 of the IRS code, in the text currently in force, sets NINE bands from 12.50% to 48%, and each band carries TWO percentages: a normal rate in column A and an average rate in column B. Above €8,059 of taxable income the calculation splits the income in two and applies a different column to each half. On €30,000 of rendimento coletável that produces €6,260.06, an effective 20.87%.

The bands, as the code sets them

Up to €8,342 at 12.50%; over €8,342 to €12,587 at 15.70%; to €17,838 at 21.20%; to €23,089 at 24.10%; to €29,397 at 31.10%; to €43,090 at 34.90%; to €46,566 at 43.10%; to €86,634 at 44.60%; and above €86,634 at 48%. Those are the column A rates. Column B carries the average rate for each band, rising from 12.500% to 34.856%, and it exists only to make the split rule below work. The text in force was set by Lei n.º 73-A/2025 of 30 December.

The two-part rule, worked

Where taxable income is above €8,059 it is divided in two. The first part is the top of the largest band that fits inside it, taxed at that band's column B average rate. The second part is the excess, taxed at the column A rate of the NEXT band up. So €30,000 splits into €29,397 at 20.579% and €603 at 34.90%: €6,049.61 plus €210.45, €6,260.06 in all. €20,000 pays €3,343.55, an effective 16.72%, and €50,000 pays €13,858.52, 27.72%. The rule produces a smooth effective rate rather than the step a UK band boundary creates.

What the monthly payslip actually deducts

Not the above. Portuguese employers withhold using RETENTION TABLES published each year by the Secretary of State for Fiscal Affairs, which take a monthly figure and a household situation and give a percentage. The tables for 2026 were approved by the Despacho SEAF of 5 January 2026 and guarantee no withholding on monthly income up to €920, matching the national minimum wage. The annual declaration then reconciles the withholding against the real liability under Article 68, which is why a Portuguese refund or bill is normal rather than a sign of error.

Social security, and the minimum existence

Employee social security is deducted from the gross before income tax, and the employer pays a larger contribution on top; the rates are published by Segurança Social. Separately, the minimum existence rule guarantees that income tax cannot reduce a taxpayer's income below a floor, updated to €12,880 for 2026 alongside the minimum wage rise from €870 to €920 a month. That floor is why the effective rate at the bottom of the scale is far below the 12.50% first band.

Moving between the UK and Portugal

Residence decides which country taxes the salary, and Portugal's 183-day rule plus a permanent-home test decide residence. The UK and Portugal have a double taxation agreement, so the same income is not taxed twice, but it does not let you choose the lower bill. The Portuguese tax year is the calendar year against the UK's 6 April to 5 April. And the special regimes for new residents have changed more than once in recent years, so their terms are worth confirming for the year you actually arrive rather than from an article written for an earlier one.

Questions people ask about portugal tax calculator

What are the Portuguese IRS rates?

Nine bands from 12.50% on the first €8,342 to 48% above €86,634, as Article 68 of the IRS code sets them in the text currently in force.

How much tax on €30,000 in Portugal?

€6,260.06 of IRS on €30,000 of taxable income, an effective 20.87%, under the two-part rule: €29,397 at the 20.579% average rate and €603 at 34.90%.

Why is my monthly withholding different from the annual calculation?

Because the monthly deduction uses retention tables published separately each year, while the annual liability is computed under Article 68. The declaration reconciles the two, so a refund or a bill is normal.

Is there a tax-free amount in Portugal?

Not as a UK-style allowance. Tax starts in the first band, and a separate minimum existence rule stops income tax reducing income below a floor, €12,880 for 2026.
